Righteousness is not earned

God gave all men righteousness as a gift. Inoder words, legally, all men are righteous because is a gift. But vitally not all men are righteous because not all men have activated the legal righteousness. To activate it, you have to confess the Lordship of Jesus according to Romans 10:9-10
