Review: There is a debate going on in higher education as to whether to continue to fund philosophy. With the lack of an agreed upon curriculum as well as the graduate possessing no self-evident skills upon graduation it’s no wonder that many smaller schools have shuttered their philosophy departments altogether.

Martha Nussbaum, however, continues to make a compelling course for the value of philosophy. In the Cosmopolitan Tradition she reviews the contributions of philosophers from Diogenes the Cynic to Adam Smith to explain how individuals and societies should conduct themselves with those outside their nation state.

After admiring the Stoics but criticizing their lack of human sentiment, Nussbaum settles upon an idea of humanity as defined by capabilities which need material support to blossom. Thus, she finds the traditional dichotomy between spiritual and material freedom lacking. These human capabilities range from the ability for long life with adequate healthcare to the need for proper education to broaden the mind.

Instead of locating human dignity in reason, Nussbaum locates it in the capabilities present in the human organism. These capabilities, many of which are shared by animals, themselves entail rights for human beings and other animal species.

While one may disagree with Nussbaum’s conclusions or critique of the cosmopolitan tradition, it’s interesting to see a philosopher drawing on the history of philosophy to say something relevant to the modern predicament. So much of professional philosophy is simply inter-academic dialogue that it’s no wonder that Nussbaum has carved out a name for herself through her many publications.

If you are interested in new perspectives in political philosophy I highly recommend this book.

Review: Nussbaum takes us through the history of dignity and moral equality as it originated with the Cynics and Stoics (with Cicero as her most common stand-in) and as it evolved with Hugo Grotius and later Adam Smith. Of particular concern throughout is what she calls the bifurcation of the perfect duties of justice and the imperfect duties of beneficence. The stoics, for example, owing to their belief that virtue is the only good and lies in the individual's full control, averred that one was under no obligation to come to the material aid of another, even if they were severely deprived. One was only obligated to respect the boundaries of justice by not actively harming another or infringing on their bodily and property rights.

Nussbaum discusses Grotius's innovations in both providing a self-determination argument for national sovereignty and a more moral universalist groundwork for international law. She continues this line of thinking with Adam Smith's anti-mercantalist and anti-imperialist internationalism. One of Nussbaum's goals with the book is to argue for the nation state as a necessary entity for securing the capabilities of individuals, thus making a cosmopolitan case for the nation state.

In Smith, Nussbaum finds the earliest major departure from the bifurcation of justice and beneficence. Smith, especially in the Wealth of Nations, couples a deep egalitarian universalism with a new appreciation for the social and developmental bases for human capabilities, virtues, and flourishing. But if there is a material and social basis for human thriving, then the distinction between justice as non-interference and beneficence as positive provision of aid begins to blur.

Controversially, Nussbaum tries to breathe new life into "Das Adam Smith Problem" by arguing that Smith retains an essentially Stoic (and masculinist) view of self-mastery over emotions, contradicting his more social/developmental view in the Theory of Moral Sentiments. I'm not sure Nussbaum succeeds, as Smith allowed that the response of the impartial spectator would shift as society moved from agriculture to commerce, and one of Smith's central aims was to advocate for commercial society, in part based on its greater "humanity." While Smith can be justifiably dinged for masculinism, he's less vulnerable to charges of stoicism, and Nussbaum could only bolster her case by acknowledging that.

Other reviewers are correct to point out that Nussbaum fails to lay out a compelling "cosmopolitan tradition"β€”she engages very little with the extant cosmopolitan literature. But if we view the Cosmopolitan Tradition instead as an intellectual history of the ideas that would culminate in the capabilities approach, then the book is a success. Where Nussbaum has in previous works arrayed the capabilities approach against Rawls (Frontiers of Justice), explored its feminist potential (Sex and Social Justice), or simply exposited the approach for a less academic audience (Creating Capabilities), she hasn't to my knowledge explored the philosophical forebears of the capabilities approach in much detail. She does so here, in a way that is enriching for capabilities liberals.

The greatest disappointment in the book is Nussbaum's defense of a state's right to restrict immigration and deport immigrants. Nussbaum to-be-sures that migrants shouldn't be blocked or deported for discriminatory reasons, nor should they be treated inhumanely. But she fails to grapple with the non-ideal fact of the matter: immigration restricting regimes have always been discriminatory and always veer into inhumanity. Beyond this, affirming a robust freedom of movement seems like a straightforward application of Nussbaum's own enumerated capabilities, especially in terms of affiliation, controlling one's own social and political environments, having a say in the constitution of the institutions that govern one's life, and of course in bettering one's own condition.

Review: Let me say up front that this book has very long sections of logic chopping in the area of ancient ethics that I skipped. But the beginning and end make clear that Nussbaum is trying to nudge the reader away from of our extreme and unrealistic moral impulses of universal love which compel us to simply give ourselves away to the rest of the world. Hence the policies priorities of open borders and Medicare for all. I believe that she is helping to shore up similar points made in the book Human Sin or Social Sin.

Review: This book is an interesting take on the Stoic tradition and on how it has been elaborated upon from ancient Greece to today. Her thoughts on Cicero and what he means to western thinking about politics is very informative. The chapter dealing with Adam Smith was particularly interesting as it shatters the conservative views on this important thinker.
She has wonderful ideas on how to bring this tradition into our time in a meaningful way.
