Review: This is a beautiful book in every respect: beautifully written in a spare 124 pages; beautifully researched; beautifully imagined, researched and thought. Perhaps most beautiful thing about it is the vision of universal property — the “adjacent possible”— as realistic and possible as it is promising, inviting us into a world where everyone is an owner, commands a stream of income, and contributes to the protection of our common inherited wealth for the benefits of all future generations. This is as near to a perfect book as any I’ve read. Even the bibliography is deftly honed. The one glaring omission from the book given its subject is the lack of an explicit recognition of the racial wealth divide and its structural and discriminatory underpinnings and horrendous effects. But this omission is remedied by the fact that universal property offers perhaps the most viable and effective antidote to this inherited inequity offered by anyone, a universal, significant endowment to all, an effectively progressive one at that, and a vital foundation for reparations on top. Brilliant. Brilliant. Brilliant. Practical. Humane. Ideal

Review: I am enjoying reading this book. It is well-written and though I am only 40 pages in, Barnes is able to sum up the market failures causing significant problems in our society and nature. His solution of assigning universal property rights to all of us collectively could bring humanity back from the brink in many ways - and urgently needed. We are already starting to see those fractures in society and nature.

That being said, the implementation of this will be crucial, and require a great deal of popular support. I look forward to reading his thoughts on how that may be realistically enacted.

Review: "Modern humans are heirs to a vast trove of naturally and socially created wealth. This wealth legitimately belongs to all of us together and equally. It also comes with a duty to be preserved, if not enhanced, for future generations. The problem–and it’s a huge one–is that this co-inherited cornucopia is simultaneously ignored, stolen, and destroyed by markets as structured today." So says visionary thinker and entrepreneur Peter Barnes. In this book he makes the case that because we do not recognize universal property rights for all citizens, twenty-five men in the world own more wealth than the bottom 4.5 billion. Barnes' book is perhaps the most important work that citizens and policy makers can read this year!

Rigorous discussion, philosophers' fashion, brings the reader up to date (to 2009)
in this whole area. The author hasn't converted his dissertation to book form by now so I
recommend obtaining a pdf from him as I did some years ago. (His email address is easily
found with a web search)

A Liberal Theory of Natural Resource Property Rights

abstract
I develop a liberal theory of natural resource property rights which is founded on the equality of natural resource claims, which advocates for equal division of natural resources, and which considers how the principle of equal division can be justly implemented.

I begin by defending the equality of natural resource claims. I argue that people should be seen as having equal claims to the pristine natural resources that remain after all those who contributed to the value of these resources have been appropriately compensated. And since the value of these remaining natural resources is not generated by anyone’s labor, I contend that libertarians ought to endorse equal claims to these resources. I argue that liberal egalitarians have good reasons to endorse equality of natural resource claims as well. . .

Finally, I consider how the principle of equal division should work in practice. I engage with the problems of heterogeneity, unexpected change, future people and multiple nation-states. I propose a system of leases of varying lengths with the rents to be distributed equally. Furthermore, I draw the following conclusions:

1) Certain decisions regarding non-separable resources such as the air should be made collectively.
2) We have obligations to each other to conserve for future people.
3) Natural resources are uniquely subject to international redistribution because they are both individually and nationally undeserved.
4) Preventing the appropriation of the Arctic seabed by particular nations is feasible step towards achieving a more just global distribution of natural resource property rights.

Review: If any ONE book can open people from many perspectives to a way of creatively responding to issues from global warming to reparations to poverty to sustainable practices, Peter Barnes' book shows the way. It is wonderfully free from the intellectual petrification of left/right; pro-market/anti-market; and liberal/conservative dichotomies that impede intelligent discussion of important issues today. I loved "Ours: The Case for Universal Property." This short book is worth your while- and you will be very surprised where the core idea comes from.
