1. EXECUTIVE SUMMARY
This memorandum presents a policy proposal for the development of hydroelectric power infrastructure at Agbokim Waterfalls and Kwa Falls in Cross River State. The initiative is designed to address Nigeria’s electricity deficit by harnessing renewable energy resources in the South-South region.
The project aims to improve power supply, stimulate economic growth, promote environmental sustainability, and strengthen national energy security through a structured Public-Private Partnership (PPP) framework.
2. BACKGROUND
Nigeria continues to experience significant challenges in electricity generation and distribution despite its vast natural resources. Cross River State possesses untapped hydropower potential, particularly at Agbokim Waterfalls and Kwa Falls.
These natural assets present an opportunity for sustainable electricity generation capable of supporting regional development and contributing to the national grid.
3. POLICY OBJECTIVES
The proposed policy seeks to:
1. Develop hydroelectric power plants at Agbokim and Kwa Falls
2. Improve electricity supply across the South-South region
3. Promote renewable and environmentally friendly energy solutions
4. Stimulate economic growth and employment opportunities
5. Enhance national energy security
4. STRATEGIC JUSTIFICATION
4.1 Renewable Energy Development
Hydropower provides a clean, reliable, and sustainable energy source that aligns with Nigeria’s renewable energy goals.
4.2 Regional Power Stability
Electricity generated from these projects will improve supply within Cross River State and neighboring states.
4.3 Economic Development
Improved electricity access will attract investments, boost industrialization, and enhance small and medium enterprises (SMEs).
4.4 Tourism and Infrastructure Growth
Development of these sites will enhance tourism potential while improving local infrastructure.
5. IMPLEMENTATION FRAMEWORK
Phase I: Feasibility and Environmental Assessment
• Conduct technical and environmental studies
• Assess water flow capacity and generation potential
• Evaluate environmental and social impacts
• Lead Agencies: Federal Ministry of Power, Nigerian Electricity Regulatory Commission (NERC), Rural Electrification Agency (REA)
Phase II: Public-Private Partnership (PPP)
• Engage private investors and development partners
• Structure financing models to reduce government burden
Phase III: Construction and Infrastructure Development
• Installation of hydroelectric turbines
• Development of transmission lines and substations
• Construction of access roads and support facilities
Phase IV: Grid Integration and Distribution
• Connect generated power to the national grid
• Collaborate with Transmission Company of Nigeria (TCN) and Distribution Companies (DisCos)
6. EXPECTED OUTCOMES
• Increased electricity generation capacity
• Job creation across construction and operational phases

7. POLICY RECOMMENDATIONS
It is recommended that the Federal Government:
1. Declare Agbokim Waterfalls and Kwa Falls as Strategic Renewable Energy Assets
2. Establish a Hydropower Development Task Force
3. Allocate budgetary provisions for feasibility studies
4. Provide tax incentives and regulatory support for investors
5. Integrate the project into the National Renewable Energy and Energy Transition Plans
8. CONCLUSION
The proposed hydroelectric development at Agbokim and Kwa Falls represents a strategic intervention to improve Nigeria’s power sector. With effective implementation, the project will deliver sustainable energy, economic growth, and long-term national benefits.
