Gov Otu’s Infrastructure Revolution: Transforming Cross River State.


Cross River State is experiencing a remarkable transformation under the leadership of Governor Sen. Prince Bassey Otu. Recently appointed as the Vice Chairman of the Nigerian South-South Governors Forum, Governor Otu is proving that his administration is not merely about governance but about delivering real development that directly improves the lives of the people.

For years, Cross River struggled with poor infrastructure, which limited economic growth and reinforced its reputation as a “civil service state.” The absence of critical infrastructure stifled business opportunities, tourism, and agriculture. Today, however, that narrative is changing. Governor Otu’s administration is leveraging the state’s natural strengths in agriculture, tourism, and the marine economy to drive sustainable growth and long-term prosperity.

One of the administration’s most significant milestones is its partnership with Arise IPP, a United Arab Emirates–based firm, for the development of the Bakassi Deep Seaport. Under the agreement, Arise IPP holds an 80% stake while the state government retains 20%. This project is set to unlock immense economic opportunities and position Cross River as a major player in Nigeria’s maritime industry.

Beyond large-scale ventures like the deep seaport, the administration has prioritized investments in critical infrastructure that enhance governance and service delivery. The Governor’s Office and lodges have undergone much-needed renovations, and the long-neglected State Library has been transformed into a modern facility. Essential institutions such as the State Criminal Investigation Department (CID) and the historic 13 Brigade Nigerian Army Headquarters have also been revamped. In addition, the State Fire Service office is being renovated, and roads within police barracks are undergoing rehabilitation—clear evidence of the administration’s commitment to security and public welfare.

Recognizing the importance of tourism as an economic driver, Governor Otu has awarded a contract for remodeling the Cultural Center Complex into a modern, attractive tourism destination. This project aims to reposition Cross River as one of Nigeria’s premier tourism hubs.

Security remains a top priority for the administration. Recently, Governor Otu rebranded the state’s joint security outfit from Operation Akpakwu to Operation Okwok and equipped it with 30 operational vehicles to enhance safety. This proactive approach has significantly improved security across the state, gradually restoring Cross River’s reputation as one of the safest places in Nigeria.

Infrastructure projects have not been limited to large-scale developments. One of the administration’s most notable road projects is the Adiabo-Eseku-Ikoneto Road, which had been abandoned for 33 years. This once-impassable 10-kilometer road is nearing completion. When finished, it will reduce travel time on the Calabar-Itu Road by over 30 kilometers, providing a crucial alternative route for residents and businesses.

The infrastructure expansion is also reaching rural areas. In Yala and Ogoja Local Government Areas, two major roads—the 3-kilometer Akreha-Yache-Benue Road and the Ndok Junction-Abakpa-Igoli-Moniaya Junction Road—are near completion and await commissioning. Additional ring roads in Ogoja town are under construction, ensuring that even the most remote communities benefit from development.

Last year, Governor Otu launched a major road construction project spanning 29.87 kilometers to reconnect communities in Akamkpa Local Government Area. That same year, he also approved a total of N470,000,000 for the speedy completion of the general hospital at Ikom, while the Dr. Lawrence Henshaw Memorial Hospital—vandalized during the ENDSARS protest—has been fully renovated. These initiatives are not just about improving roads and facilities; they are about bridging communities, boosting commerce, and ensuring that no part of the state is left behind.

Just two days ago, after inspecting key road projects in Southern Cross River, Governor Otu embarked on a journey to the Central and Northern parts of the state for further project inspections. This visit allowed him to gain first-hand insight into the progress of various infrastructure projects and reinforced his administration’s commitment to delivering quality development across the state.

From school renovations to urban and rural infrastructure expansion, the Otu-led administration is laying a solid foundation for an economic boom in Cross River State. The progress is visible, the impact is real, and the future has never looked brighter.
